I know what you mean, but I'm pretty sure other games using Steam's Steamworks doo-da work in offline mode. E.g. I see that Civ 5 uses Steamworks and works over LAN with Steam in offline mode.
Also, if it's not supported, I think it should really detect Steam's online status and give you an error message or something rather than leaving you stranded with no way to get back to any other game modes.
I also wonder, how clever is the networking stuff? If you are playing on a LAN, all with Steam online, is all the traffic going to go out into the internet and then come back in again, limiting the bandwidth to that of your internet connection?
Still, there are plenty of more important issues that affect the playing of the actual game before this sort of thing needs to be looked at.
